Global current account imbalances and intra-euro area imbalances have been at the forefront of academic and policy debates for the last ten years. This thesis examines the determinants of current account balances and external adjustment. It consists of an introduction and four empirical studies. This thesis highlights the importance of institutional factors such as differences in national cultures and cross-country differences in the coordination of wage bargaining on external balances. Intra-regional mobility of PhD students in the European Union : the outcomes of region-making policy?

This paper examines the flow of intra-European Union (EU) students for doctoral (PhD) studies to identify reasons for differences in international student mobility and migration (ISM) among member states. Rather than conceptualising intra-EU PhD student ISM only through push–pull forces, we theorise the intra-EU PhD ISM is associated with relative levels of national resources or levels of capital. We investigate the intra-EU PhD ISM through dyadic country pairings allowing the use of Gravity models to estimate the effect of variables associated with stocks of capital ascribed to a country to the change in the number of PhD students. The Finnish educational system is well known for its excellent learning results, highly trained teachers and egalitarian values. However, when the political leanings of the government change, its policies are usually altered as well. In this policy report we give an account of the recent changes and current trends in Finnish education policy. We analyse the characteristics of the Sipilä Government’s current education policy since 2015 and compare it to the Nordic welfare-state ideals of universalism, equality and social justice which have traditionally been the key building blocks of the Finnish education system.
