Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. The chapter tackles the complex, tension-ridden, and often paradoxical relationship between relativism and conservatism. We focus particularly on radical conservatism, an early twentieth-century German movement that arguably constitutes the climax of conservatism’s problematic relationship with relativism. Tutkimuksen tehtävänä on selvittää mediakeskustelun synnyttämästä mielenkiinnosta johtuen ensinnäkin, ovatko suomalaisnuorten asenteet koventuneet 2000-luvun ensimmäisellä vuosikymmenellä, sekä toiseksi, ovatko nuorten asenteet muuttuneet konservatiivisemmiksi. Lisäksi selvitetään nuorten välisiä asenne-eroja. Tutkielman aineistona käytetään viittä nuorisobarometriaineistoa vuosilta 2002, 2005, 2006, 2007 ja 2009.
