Cartels Uncovered

How many cartels are there? The answer is important in assessing the efficiency of competition policy. We present a Hidden Markov Model that answers the question, taking into account that often we do not know whether a cartel exists in an industry or not. Our model identifies key policy parameters from data generated under different competition policy regimes and may be used with time-series or panel data. We take the model to data from a period of legal cartels - Finnish manufacturing industries 1951 - 1990. Our estimates suggest that by the end of the period, almost all industries were cartelized.

The Nordic model of employment relations, characterised by centralised collective bargaining and strong collaboration between social partners and the state, has often been linked to positive gender equality outcomes. Reform of the family leave system has been on the Finnish political agenda for a long time but has proved to be a challenging task. The challenges relate to ideological differences between the political parties and to non-decision making in tripartite working groups, where the labour market parties participate in policy formulation. Tutkimuksessani perehdyn suomalaisen työmarkkinaneuvottelujärjestelmään muuttuvassa maailmassa. Työni tarkoitus on osoittaa, että suomalainen tupojärjestelmä on murroksessa vuoden 2007 liittokierroksen jälkeen. Työssäni käyn läpi suomalaisen tulopoliittisen sopimusjärjestelmän historiaa ja nykyhetkeä sekä pohdin järjestelmän jatkomahdollisuuksia. Yhtenä tupon tulevaisuuteen vaikuttavana teemana nostan esiin paljon puhutun työn muutoksen. Analysoin tupojärjestelmän tilaa liittokierroksen 2007 avulla. Ympäristökonfliktien hallinnassa käydään kauppaa taloudellisten hyötyjen ja ympäristöhaittojen välillä. Nykyinen hallinnan malli on edustuksellis-korporatiivinen. Turvetuotantoa, jolla paikallinen väestö näkee olevan vesiympäristöä pilaavia vaikutuksia, ohjataan ja päätösten valmistelua tehdään ryhmässä, johon osallistuu ministeriöiden alaisia viranhaltijoita sekä turvealan yritysten ja etupiirien toimijoita. Vain Suomen luonnonsuojeluliitto on edustanut kansalaisjärjestöjä.
