Abstract In the media, migrant mothers are often portrayed as uneducated, having trouble learning a new language, and preferring to stay at home rather than entering paid employment. This article offers a contrasting point of view as a result of examining how two migrant women narrativize their experiences of language learning and working-life-related integration during a three-year period. Specific attention is paid to how the women make sense of their language use over time, and how this may have contributed to their integration into working life and the wellbeing of their families. Labour market policies to include migrants in their host societies through strategic integration activities usually relate host country belonging to labour market success, commodifying citizenship. Labour market success, however, is not “belonging;” raising the question of whether “economic citizenship” is a misnomer. National citizenships embed territorial, social and ethnic hierarchies in unequal ways. Migrants at the moment of their mobility are outside these national solidarities, and thus are commodified, with their rights depending on their labour market value. The participation paradox: demand for and fear of immigrant participation

In this paper, we address the ambivalence in European immigrant integration discourses toward the political participation of immigrants. We show how this ambivalence manifests in what we call a ‘participation paradox’, which is constituted by two apparently conflicting, but potentially mutually reinforcing characteristics of the discourse. The first emphasizes the need for immigrants to be active in order to attain a well-integrated society and well-functioning democratic polity; the second is a call for the protection of liberal democratic institutions from the alleged ‘illiberal threats’ that migrants pose to society.
