‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. Pursuing decentralisation : regional cultural policies in Finland and Sweden

In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy aim. This article explores how, by pursuing decentralisation, the regional jurisdictions have been presented with more possibilities to fulfil their purposes and in this way, gain legitimacy in cultural policy. Based on the analysis of political, legal, and administrative documents, three main periods of regional decentralisation in cultural policies are identified: regions as vehicles of welfare policy, regionalisation, and competitive regions. The European Union (EU) has developed cultural policy initiatives that seek to promote cultural Europeanization with the purpose of constructing European identity narratives and facilitating citizens’ sense of belonging to Europe and the EU. EU heritage diplomacy : entangled external and internal cultural relations

Cultural heritage is an expanding yet contested area of EU policymaking, which has recently been identified as an instrument for EU international cultural relations. In this article, drawing from critical heritage studies and recent scholarship on heritage diplomacy, we see external and internal cultural relations as blurred and deeply entangled in EU heritage policies. This chapter observes how recent Finnish municipal and regional cultural strategies signify and value culture. On the basis of a thematic analysis of 21 strategies, I construct three main categories of their 'culture speech': the first is to approach culture as an instrument that unites different administrative sectors, on the one hand, and helps them to achieve extra-cultural – mostly social and economic – objectives, on the other.
