Tässä kymmenestä artikkelista koostuvassa kokoomateoksessa tarkastellaan Varkautta rakennemuutoksen kanssa kamppailevana pienenä kaupunkina historiallisia dokumentteja sekä vuosina 2016–2017 kerättyjä kysely- ja haastatteluaineistoa hyödyntäen. Pitkän teollisuushistorian omaava Varkauden kaupunki on tämän vuosituhannen ensimmäisinä vuosikymmeninä menettänyt suuren osan teollisista työpaikoistaan ja sen väestö on supistunut voimakkaasti. Local governments cover multiple service sectors and are typically organized into diversified, deeply hierarchical organizations. Public services offered are tangible, mostly non-IT-critical, and heavily dependent on human resources. Information management is mainly manual in strategy and management processes. In this case study of a large Finnish local government organization, enterprise architecture (EA) is proposed as a tool for improving the coherency of the local government and its alignment to IT and other resources. The research topic of this dissertation is the press of the Social Democratic Party of Finland (SDP) from the March revolution of 1917 in Russia to the end of the Finnish Civil War in the spring of 1918. Under research are 16 party papers, which, however, were not owned by the party, and therefore neither under its guidance nor control. The papers' owners, local working class organizations, elected the editors-in-chief, who often held central posts in the party. In this way they could use their relatively independent positions to further their political views in their editorials.
