This article focuses on the use of terms and concepts related to the nationalist movements by the Finnish security police during the Cold War. The key objective of the security police was to protect the legal order of the state and monitor the groups and phenomena potentially harmful to that cause. The previous experience regarding the rise of the radical nationalism and fascism in Finland in the 1930s and the 1947 Paris peace treaties were the historical and legal contexts within which the interpretations were made. This article investigates the genealogy of the concept of heritage in the European Commission’s (EC) policy discourse from 1973 to 2016. Based on conceptual analysis of 2,412 documents gathered from the EUR-Lex database, the uses of the concept in the EC’s policy discourse were categorized into seven thematic areas: nature, environment, and biodiversity; human habitats; economy and employment; agricultural products and foodstuffs; promotion of societal development and stability; audiovisuality and digitalization; and European identity and integration. The Finnish case is in many ways illustrative of the complexities of democratisation after World War I. Finland found itself at the nexus of a Swedish constitutional tradition, legalism and ideological controversies adopted from Imperial Germany, the radicalised Russian Revolution, and Western parliamentary democracy. After having been a model for reformers demanding women’s suffrage, for instance, the country found itself in autumn 1918 going in the opposite direction to almost all other European countries.
