Innovation through implementation of a quality improvement method : A finnish public-sector case

Purpose The purpose of this paper is to analyse the effectiveness of a quality improvement method in driving innovation in the public sector. The study expands on the concept of innovation and analyses the types and usefulness of the innovations observed. Design/methodology/approach The study utilizes an action research approach. The aim of the quality improvement method introduced is to generate innovations enhancing efficiency. An interventionist research method is required to produce the findings. This study utilises the quality audit reports of Finnish Universities of Applied Sciences to describe the quality management of their research, development and innovation activities (RDI). The institutions are trying to find ways of enlarging the volume of RDI activities and this is clearly reflected in the ways in which they manage quality. Much of the focus lies on the project proposal preparation phase and strategic direction of resources, while less attention has been paid to monitoring and developing the quality of the output. The purpose of the research was to describe and interpret the process of quality learning in small companies and, based on the findings, to construct and develop a model of this process. The overall model was built in two stages. At first, a theoretical model was constructed having analysed the literature on quality, total quality management (TQM), learning theories, with particular focus on the transformative learning theory by Mezirow (1981; 1995). Based on the analysis and the pre-understanding of the researcher, a processual model of quality learning in small companies (the LAO) was formed.
