Local childcare policy and the changing gender contract

Purpose The purpose of this paper is to examine the changes in local childcare policy that have taken place between the years 2008 and 2016 in the city of Jyväskylä, Finland, and to study how the local gender contract for women is being reshaped via these transformations in local policy. Non-standard work schedules (NSWS) have become typical, but their associations with childcare arrangements and children's well-being are unknown. This study explores how risk factors are associated with the social–emotional well-being of girls and boys using flexibly scheduled early childhood education and care. Furthermore, the study investigates whether well-functioning cooperation between parents and educators buffers the negative effects of the risk factors. Background The effect of the cluster randomized Home- and childcare-based Intervention to Promote Physical Activity (HIPPA) intervention on the everyday physical activity (PA) of children between the ages of 4 to 5 years was evaluated. Material/Methods Fourteen childcare centers with 102 children born in 2007 and their families participated in the study. HIPPA was implemented over a single preschool year in seven childcare centers while seven other centers continued their normal care (control group, CG). Rationalizing early childhood education and care in the local context : a case study of Finnish municipalities

In this chapter, we focus on local early childhood education and care (ECEC) policy discourses by scrutinizing the rationalities given for ECEC in ten Finnish municipalities. The empirical data comprise qualitative interviews with local politicians and ECEC administrators (n = 78) and the analysis applies a discourse analytic framework. As a result, we highlight three interpretative frames – local, economy and function – through which the organization and provision of ECEC is discussed.
