Key Electoral Institutions and Rules Influencing Proportionality and Partisan Bias in Spanish Politics

The current paper focuses on the Spanish electoral rules governing political competition for the central “Congreso de los Diputados”. It is well-documented that the system as a whole has traditionally favoured one or the other of the two main political parties (PP and PSOE) at the expense of proportionality and the remaining political parties. This paper focuses on some key Spanish electoral rules and investigates how much the observed biases could be altered by introducing some alternative rules taken from the Swedish electoral system, ceteris paribus. The general aim of this work was to investigate a solar thermal collector and the energetic and environmental impacts related to this renewable technology. It was realised an eco-profile of an exemplary equipment, calculating the Cumulative Energy Demand (CED) and the Cumulative Emissions related to the production and use of a collector and the energy (or emissions) saved employing the renewable technology.

A novel hybrid polygeneration system supplying energy and desalinated water by renewable sources in Pantelleria Island

Abstract In this paper a thermoeconomic analysis of a novel hybrid Renewable Polygeneration System connected to a district heating and cooling network is presented. The plant is powered simultaneously by solar and geothermal sources, producing electricity, desalinated water, heat and cooling energy. System layout includes Parabolic Through Collector (PTC) field, geothermal wells, Organic Rankine Cycle (ORC) unit and a Multi-Effect Desalination (MED) system. In Southern Norway, a group of on-grid smart houses with embedded PV systems, solar thermal collectors, and geothermal heat pumps are under development at Skarpnes.
