Discretionary Fiscal Policies over the Cycle: New Evidence Based on the ESCB Disaggregated Approach

2012

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. Then, baseline results are compared with regression estimates where variations of cyclically-adjusted indicators are used as proxy for discretionary…

ISO/IEC 27001 -standardi yleisen tietosuoja-asetuksen kontekstissa

2017

Religious believes versus cultural resource management: about the Medieval Jewish cemetery of Valencia (Spain)

2001

Archaeological heritage ownership is a controversial subject under the influence of both ethnic and religious claims. In 1996, a group of Jewish communities finally were able to interrupt the archaeological excavation under way at the medieval Jewish cemetery of Valencia. In this manner they did not allow the anthropological analysis of human remains recovered at the site that were reburied at the Jewish cemetery of Barcelona. Both administrations, local and regional, prioritized religious claims of the communities involved with respect to the archaeological heritage. As a consequence of a complaint filed by a group of citizens, the Síndic of Greuges of the Valencian Community (regional omb…

Popular Religion in the Periphery. Church Attendance in 17th Century Eastern Finland

2015

Abstract On the fringes of post-Reformation Europe, church and state authorities faced problems in enforcing church attendance. In the Swedish kingdom, religious uniformity was seen as vital for the success of the state after the Lutheran confession had been established, and absences from church were punishable by law. The seventeenth century saw significant tightening of legislation relating to church absences and other breaches of the Sabbath, and severe punishments were introduced. Despite considerable deterrents, it was sometimes difficult to control local inhabitants: absence cases were regularly brought before the local courts in Eastern Finland, where authorities were hampered by a c…

Gender training for the judiciary in Argentina

2014

AbstractIn this paper I describe the two major Argentine experiences of gender training for the judiciary against the background of two relevant trends, women's entry in considerable numbers into the judiciary and the process of expansion of women's rights initiated after the restoration of democracy. The gap between the passing of progressive legislation and its lack of enforcement speaks of a tradition of women's subordination that is much engrained in our society and in its legal system. In spite of the existence of progressive egalitarian legislation stereotyped thinking prevails to prevent progressive legal practices. This constitutes a strong argument for gender training of the judici…
