Discretionary fiscal policy over the cycle: new evidence based on the ESCB Disaggregated Approach

2009

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. Then, baseline results are compared with regression estimates where variations of cyclically-adjusted indicators are used as proxy for discretionary…

The notion of social democracy

2021

There are various ways to define social democracy. Depending on scholars, texts, times, it can refer to very different things. Instead of studying one of the various meanings of social democracy, this work aimed at explaining that polysemy and highlighting its overall consistency. It happens that each of the meanings of social democracy is related to the following definition: social democracy is a democracy of real individuals, namely a view of democracy which relies on a materialistic definition of the people. However, a part of recent labour laws threatens the overall cohesion of the notion of social democracy by undermining one of its meanings.

Gender-neutral Language in EU Secondary Legislation: The Case of the English Language

2023

English does not have a grammatical gender, thus having an “intrinsic predisposition towards gender-neutral forms” (Poddighe 2020, 3). Most personal nouns do not indicate a specific gender, as in the case of person or engineer. However, there are also personal nouns with lexical gender, such as king or queen (Hellinger 2001). As a result, in English there is a risk of creating sentences that are not gender-neutral. Within the EU, the promotion of the use of a more inclusive language represents an important objective. For this reason, in recent years, various documents containing guidelines on gender-neutral language have been elaborated to encourage members of the EU institutions to adopt a…

Finland: Becoming and the Youngest Children at Home and in ECEC

2019

This chapter will focus on the youngest children and the everyday contexts and practices of their lives in Finland. The chapter explores the concept of ‘becoming’ within childhood, particularly within early childhood education and care (ECEC) in our country. For the youngest children, their homes and nuclear families have been historically and culturally constructed as the first and most important social and emotional growth environments. For families, the discourses concerning the ‘best or right place’ for their young children to be cared for and learn in are fuelled by the extensive system of financial incentives for home care (e.g. maternity, paternity and home allowances). Only about 40…

The Impact of Human Recreational Activities in Marine Protected Areas: What Lessons Should Be Learnt in the Mediterranean Sea?

2002

. The aesthetic appeal of marine reserves and the facilities provided, together with the increased public awareness of nature, all contribute to creating massive tourism in MPAs. Human activities are being changed inside MPAs in two ways: humans as top predators are generally being removed, but in turn they could come back at great numbers as visitors. Many authors have studied the impact of visitors, and the results highlight that the consequences can be very substantial and may represent a severe threat to the overall diversity of marine communities. To date, the documented effects of human recreational activities on natural communities are restricted to assessing the consequences of tram…

European Union commitment towards RES market penetration: From the first legislative acts to the publication of the recent guidelines on State aid 20…

2015

Abstract During the last three decades, the European Union (EU) commitment towards the Renewable Energy Sources (RES) market penetration has been very complex, involving several aspects pertaining to the economic and political action of Member States. This paper seeks to overview the historical development of the legislative EU framework, including a description of the main financial programmes established and managed by the EU Directorates General. Moreover, the work will proceed with the picture of some Investment Funds, ad hoc created for RES undertakings, and managed by the European Investment Bank (EIB) in collaboration with the EU or other foreign Bank Institutes. The delicate matter …

Local social services in disaster management: Is there a Nordic model?

2017

Abstract The Nordic states have extensive welfare systems in which the local social services are an important component. Despite a growing research on disaster resilience, we lack research examining in systematic way whether and how local social services in the Nordic countries contribute to resilience. Aiming to fill this gap, this article asks whether we can identify a common Nordic model of the role of local social services in disasters, or whether the countries have taken different paths. We use policy documents and legislation to examine the extent to which roles for local social services are embedded in the disaster management systems of the five Nordic countries. We analyze the insti…

The Spanish Turn against Renewable Energy Development

2018

[EN] In this study, we focus on the case of Spanish energy policy and its implications for sustainable energy development. In recent years, Spanish legislation has changed dramatically in its approach to sustainable energy sources. This change is despite EU and international efforts to increase energy efficiency, and to accelerate the transition to renewable energy sources (RES) in order to reduce greenhouse gas emissions. Based on the socio-technical transitions literature, this paper assesses the role of the new legislation in this altered scenario, and analyzes the evolution of energy production in Spain in the EU context. The results are triangulated with two expert assessments. We find…

Unwanted effects of European Union environmental policy to promote a post-carbon industry. The case of energy in the European ceramic tile sector

2016

Global warming combined with low carbon transition plans is threatening the future of high energy consumption industry sectors in the European Union (EU). The need to respond to environmental challenges is demonstrated by support for international level energy policies and legal requirements, such as the Kyoto Protocol which the EU supports, and increased EU-level environmental legislation and energy policies. The effect of these initiatives is gradually transforming industrial activities in the EU. However, since not all countries have adopted these policies, evaluation of their net effect needs to take account also of side-effects such as delocalization of industry activity and the legal …
