Managing the Liberalization of Italy’s Retail Electricity Market: A Policy Proposal

Italy will phase electricity retail price regulation by July 1st, 2020. This is the last step in the process of electricity market liberalization, that started in 1999. Until then, residential customers and small businesses who do not choose their supplier, will be supplied under a transitional, regulated service named “maggior tutela” (greater protection), which is supplied by the local distributor at a price set by the regulator. An influential argument holds that labour unions are not likely to succeed in their objectives through current European decision-making processes. In addition, the European Union has extensive leverage to introduce negative integration due to asymmetries towards liberalization in the treaties. Given such arguments it is of interest to study a case, where attempts of EU liberalization reform have failed and labour unions claim this is their victory. Is more competition better? Retail electricity prices and switching rates in the European Union.

The European Union (EU) promotes the liberalization of retail electricity markets to achieve lower prices, diversified offers, greater customer participation, and sustainable consumption behaviours. While retail competition has been a reality in most EU member states, most studies find that retail competition is suitable for large customers, but the evidence on small customers is inconclusive. We analyze data on electricity prices and switching rates in 27 EU member states and the UK from 2000 to 2019. We find that retail competition is associated with lower prices and that the effect of full liberalization is greater than that of partial liberalization.

We show that the impact of decreasing international trade costs on the regional distributionof economic activities crucially depends on the value of transport costs internalto the country.
