The So-called “Mithraic Cave” of Angera
2018
Summary The existence of a mithraeum at Angera (VA, Italy) was assumed for the first time in the 19th century, after the discovery of two Mithraic inscriptions re-used as ornaments of a private garden in the middle of the small town. The location of the alleged mithraeum is still uncertain: the inscriptions have been found out of context, and the place of worship has never been localized. The “Antro mitraico” (Mithraic Cave), also known as “Tana del Lupo”, is a natural cave situated at the base of the East wall of the cliff on which the Rocca Borromeo (the Castle of Angera) stands. At the cave the most visible archaeological evidences are tens of breaches cut into the outside rocky wall, wh…
Transnational turn and national models of higher education - The case of Finland
2014
The purpose of the article is to problematize the relationship between the Nordic democratic public higher education tradition and transnational market driven knowledge economy policies. The article illustrates this development with two cases -- quality assurance and internationalisation policies -- where external demands, based mostly on market ideologies, have been introduced with apparently transnational incentives but having national implementations. These transnational pressures are related to a kind of soft governance of higher education policy, characterized by networked decision making and use of expert consultants, which possibly promotes flexible decision-making and efficiency, bu…

Cartels Uncovered
2018
How many cartels are there? The answer is important in assessing the efficiency of competition policy. We present a Hidden Markov Model that answers the question, taking into account that often we do not know whether a cartel exists in an industry or not. Our model identifies key policy parameters from data generated under different competition policy regimes and may be used with time-series or panel data. We take the model to data from a period of legal cartels - Finnish manufacturing industries 1951 - 1990. Our estimates suggest that by the end of the period, almost all industries were cartelized.
Yliopiston suuntaa etsimässä
2022
Vuoden 2010 alussa toteutettu Suomen yliopistokenttää ravistellut yliopistouudistus aiheutti aikanaan kiivasta keskustelua. Yhtäältä uudistusta puolustettiin vetoamalla yliopistojen autonomian lisääntymiseen ja kilpailukyvyn parantumiseen, toisaalta uudistus nähtiin yliopistodemokratian horjuttamisena ja keskitetyn ylhäältä alaspäin suuntautuvan top-down-hallinnon lisääntymisenä. Professori Thomas Wilhelmsson toimi uudistuksen aikana Helsingin yliopiston rehtorina ja hänen muistelmansa sekä arvionsa koskien yliopistouudistusta on julkaistu Gaudeamukselta. Kirja tarjoaa sisäpiirin perspektiivin yliopistouudistukseen ja tekee kiinnostavan syväluotauksen yhden keskeisimmän yliopistouudistuksen…

Internationalization of Finnish higher education — is language an issue?
2012
Finland is among the countries with the highest amount of English-taught programmes in higher education in Europe (Wächter and Maiworm 2008). This article analyses, how the higher education language situation of a small country with a marginal majority language (Finnish) and an official bilingual status (Finnish and Swedish) has historically developed from the setting of “drawing the line” between Finland and Sweden or Finland and Russia (Harle and Moisio 2000) in the 19th century and the early 20th century (nationalism), towards drawing the line between Finnish/Swedish and English in the late 20th century (globalization). It then continues to present a case of foreign language (in practice…

Agenda Setting and Policy Development, Higher Education
2018
Agenda setting is one of key concepts in the critical or interpretative approaches in the study of policy development. Developed in response to positivist paradigms, which saw policies as largely technical solutions to objectively existing problems, critical or interpretive analysis emphasises the constructed, contingent, and processual nature of policies, in particular the role of differently positioned actors in bringing specific issues to the fore (Fischer, 2003). In this sense, the use of agenda setting in the research on higher education policy is fundamentally related to the questions of political power and influence, and thus to the relationship between longer-term structural change …
