Exploring the Underground Economy through System Dynamics to support Public Decision Makers: a preliminary qualitative analysis

To estimate and analyse the underground economy phenomenon, different methods and approaches have been provided in literature. However, such approaches are very often based on static and linear equilibrium models and seldom adopt simulation tools. This paper results from a research project conducted in the Sicily Region (Italy) aimed at investigating – through the System Dynamics methodology – main causes-and-effects relationships underlying the phenomenon of the “hidden workers” at both firm and self-employment level. These challenges include preprocessing the data, modelling the objective functions, getting a meaningful formulation of the problem, and supporting decision makers to find preferred solutions in the existence of conflicting objective functions. Government policy failure in public support for research and development

peer-reviewed Promoting Research and Development (R&D) and innovative activity is a key element of the EU Lisbon Agenda and is seen as playing a central part in stimulating economic development. In this paper we argue that, even allowing for benevolent policy-makers, informational asymmetries can lead to a misallocation of public support for R&D, hence government policy failure, with the potential to exacerbate preexisting market failures.
