Bezpieczeństwo państwa — czynniki miękkie

This article is divided into three parts, in the fi rst part it is explained what social capital is, and its role in national security is depicted. In the second part, the problem of the importance of social rules in the construction of social capital is discussed. The third part of the article is the culmination of the analysis and shows the role of soft factors in the process of building national security. The quality of social capital depends on how the society works. It is strongly related to other pillars of state security, including the armed forces. The most important message from the content of this article is the statement: a strong society means a safe state.

Failing to Provide Public Goods: Why the Afghan Army Did Not Fight

The theory of public goods is mainly about the difficulty in paying for them. Our question here is this: Why might public goods not be provided, even if funding is available? We use the Afghan Army as our case study. We explore this issue using a simple model of a public good that can be provided through collective action and peer pressure, by modeling the self-organization of a group (the Afghan Army) as a mechanism design problem. New electronic forms of political communication have become increasingly popular in countries with weak democratic institutions. The effectiveness of these new forms of association in altering political behavior, however, remains uncertain even in developed democratic regimes. This paper investigates connections between regional variation in electoral behavior and regional distribution of electronic social networks in the case of Ukraine's polarized and institutionally unstable democracy. Does the European Commission (Commission) manage to transform and re-direct the roles played by Commission civil servants? To test the old neo-functionalist claim on loyalty transfer among civil servants, this article provides fresh survey and interview data on seconded national experts in the Commission. The transformative powers of the Commission are tested by assessing the extent to which seconded national experts adopt supranational role perceptions.
