This article describes the main results of an ethnographic study on citizen participation carried out in the context of the development of the Urban Initiative (2007-2015): Cuenca-Barrio de San Antón. Managed by the City Council of Cuenca and financed by the European Regional Development Funds (FEDER) under the Ministry of Economy and Finance at the Government of Spain The results of the research show how in the context of the application of neoliberal policies, citizen participation becomes the trigger for new conflicts between institutions and citizens. The paper addresses the issue of the multiple dimensions of urban poverty through mixed analyses carried out in the CEP neighborhood of Palermo. The article tries to avoid incurring the dichotomy between the Global North and South and adopts a Mediterranean perspective, attempting to describe the neighborhood from below and starting from the voices of its youngest inhabitants. In light of the most recent pandemic events, the issue of urban poverty deserves to be explored with renewed academic debates.

We initiate a study of punctured tubular neighborhoods and homotopy theory at infinity in motivic settings. We use the six functors formalism to give an intrinsic definition of the stable motivic homotopy type at infinity of an algebraic variety. Our main computational tools include cdh-descent for normal crossing divisors, Euler classes, Gysin maps, and homotopy purity. Under-adic realization, the motive at infinity recovers a formula for vanishing cycles due to Rapoport-Zink; similar results hold for Steenbrink's limiting Hodge structures and Wildeshaus' boundary motives. Diversity and dispersion problems deal with selecting a subset of elements from a given set in such a way that their diversity is maximized. This study considers a practical location problem recently proposed in the context of max–min dispersion models. It is called the generalized dispersion problem, and it models realistic applications by introducing capacity and cost constraints. We propose two effective linear formulations for this problem, and develop a hybrid metaheuristic algorithm based on the variable neighborhood search methodology, to solve real instances.
