Abstract Public Service Platforms (PSPs) are a new type of technology platform. They are based in the philosophy of New Public Management (NPM) and support public services for citizens in quasi-markets. This article increases our understanding of the business models behind these PSPs in terms of their Value Propositions, structures, networks, and financing. We interviewed representatives from 14 PSP providers in four public sectors in Sweden: education, healthcare, elder care, and public pensions. We identified a “Traditional view” with its focus on public agencies and neutral information and an “Emerging view” that includes dialogues, user evaluations, long-term perspectives on choice, pro…

Professional Talk: Unpacking Professional Language

2020

Modern welfare states have increasingly been infused by principles from New Public Management. The implicit managerialism and standardization of these principles reduces the autonomy of professionals and displaces their discretionary power, replacing it with a standardized professional language that reproduces and reinforces specific narratives of knowledge. This chapter explores why and how we can reconnect the intimacy between word and experience by unpacking professional language. I address the following questions: What are the challenges of interviewing professionals? What is there to discover in the unpacking of professional language? And how do we unpack professional words, discourse …

Agencification and location: Does agency site matter?

2011

Published version of an article published in Public Organization Review, 11(2), 97-108. Also available from the publisher at http://dx.doi.org/10.1007/s11115-010-0113-8 Two decades of New Public Management have placed agencifiction high on the agenda of administrative policy-makers. However, agencification (and de-agencification) has been one of the enduring themes of public administration. Agencies organized at arm's length from ministerial departments have fairly often been located outside of the capital or political centre. Although practitioners tend to assign some weight to central versus peripheral location as regards political-administrative behavior, this relationship has been almos…

The changing relationship between the academic profession and universities in Finnish higher education

2019

This doctoral dissertation describes how the relationship between the academic profession and universities has changed, and how the global trends, particularly New Public Management (NPM), managerialism and academic capitalism, as well as other societal expectations have influenced it in Finnish higher education. Prior studies show that these global trends have had various effects on academic profession. Additionally, they have driven universities to develop as an organisation. NPM and managerialism emphasise hierarchical management structures, control, performance evaluations, and efficiency, which are commonly incompatible with professional values and practices; collegial decision-making,…

Vanha ja uudistettu julkishallinto : julkishallintomallien ilmeneminen aluehallintovirastojen henkilöstön kokemana

2015

The following themes emerged: “Here, there and everywhere”, “Doing, being, becoming”, “Talking” and “Order, planning and improvisation” concerning the contradictions service users and professionals m…
