‘Experimental Union’ and Baltic Sea cooperation: the case of the European Union’s Strategy for the Baltic Sea Region (EUSBSR)

2018

In the past, Baltic Sea cooperation has been characterized by a plethora of actors, embracing a wide range of policy objectives, such as the establishment of a good environmental status for the regional sea. In 2009, the European Council endorsed the European Union’s (EU) Strategy for the Baltic Sea Region (EUSBSR) as a new tool in the repertoire of Cohesion Policy and European Territorial Cooperation (ETC). The EUSBSR seeks to foster cross-sectoral coordination and functional cooperation in policy areas of ‘macro-region-level’ relevance, such as transport infrastructure, economic development and environmental protection – thus projecting a ‘soft space’ of transnational Baltic Sea cooperati…

Determinants of COVID-19 Vaccine Rollouts and Their Effects on Health Outcomes

2022

Background Vaccination against the coronavirus disease (SARS-CoV-2) is understood to be the key way out of the COVID-19 pandemic. Limited evidence exists on the determinants of vaccine rollouts and their health effects at the country level. Objective Examine the determinants of COVID-19 vaccine rollouts and their effects on health outcomes. Methods Ordinary least squares regressions with standard errors clustered at the country level for Cross-section and Panel daily data of vaccinations and various health outcomes (new COVID-19 cases, fatalities, intensive care unit (ICU) admissions) for an unbalanced sample of about 200 countries during the period 16 December 2020 to 20 June 2021. Results…

Conclusions: By providing an early broad overview of the quantitative empirical estimates of the determinants of vaccine rollouts and the effects of COVID-19 vaccines our paper can help policymakers make informed decisions about local and global distributions of vaccines as well as related policy tools such as containment measure.Coronavirus disease 2019 (COVID-19)business.industryHealth PolicyNational accountsOutbreakGeneral Medicine(ii) vaccine deployment significantly reduces new COVID-19 infections Intensive Care Unit (ICU) admissions and fatalities and is more effective when coupled with stringent containment measures or when a country is experiencing a large outbreakVaccination against the coronavirus disease (SARS-CoV-2) is understood to be the key way out of the COVID-19 pandemic. Sectoral policies cause incoherence in forest management and ecosystem service provisioning

2022

Various national policies guide forest use, but often with competing policy objectives leading to divergent management paradigms. Incoherent policies may negatively impact the sustainable provision of forest ecosystem services (FES), and forest multifunctionality. There is uncertainty among policymakers about the impacts of policies on the real world. We translated the policy documents of Finland into scenarios including the quantitative demands for FES, representing: the national forest strategy (NFS), the biodiversity strategy (BDS), and the bioeconomy strategy (BES). We simulated a Finland-wide systematic sample of forest stands with alternative management regimes and climate change. Fin…

The Discursive Dance : The Employee Co-operation Negotiations as an Arena for Management-by-fear

2015

The purpose of this article is to qualitatively describe and critically explain the discursive construction of employee co-operation negotiations in Finland as an arena for management-by-fear. The article consists of a theoretical review, covering the legislative basis of co-operation negotiations and recent research on management-by-fear. The empirical study consists of media texts and company media releases in Finland in 2012–2013. The main conclusions are that there are distinctive features in the co-operation negotiations that enable and enforce the possibility of management-by-fear, and thus destructive leadership. The process, supported by law and very much against the original aim, e…

2019

The objective of this work is to know the organic structure of the officers and subordinates of the Royal Court of Majorca during the 18th century, which was the essence of the high judicial administration insular. Because of that, we approached through these relatively extensive professionals, with the description of their functions, who they were and how they obtained their charges. The article ends with an epilogue dedicated to the enlargement of the Royal Court with the creation of the second chamber during the reformist stage of Charles III to improve the high judicial administration insular.

The cartesian ethics of the thought

2012

Descartes' work is a work of thought, which he wanted and built with method, strictness and constancy his whole life through. Thanks to this work, we do not discover as much the truth of the things as the way we can build our own thought and system of convictions. And the method Descartes is suggesting and applying in the mean time is aimed at coherence. To think truly the world is consequently the most reliable way to think with coherence. The subject of the study is to highlight the rules that indeed make up what we may call the Cartesian maxim of the thought. With this aim in view, we start with the description of what is for Descartes the thought on one hand, and on the other hand, this …

Optimal Operating Point Calculation for Medium Voltage Distribution Systems

2007

The paper deals with the calculation of the optimal working point of a distribution system, equipped with several distributed generators, able to operate also autonomously, i.e. disconnected from the main grid. When connected to the main grid, it appears in general convenient to assign the slack bus role to the bus that represents such a connection. The problem becomes more complex when maximum power transfer constraints through the connection must be taken into account. The adequate slack bus treatment is even more important when the optimal operating condition must refer to the condition subsequent to an intentional or unintentional disconnection from the main grid. The paper presents an …

A software tool to acquire, synchronise and playback multimedia data: an application in kinesiology

2000

Assessing the physical condition of the human body frequently requires evaluating different tests performed by different devices. This information has to be analysed simultaneously to derive conclusions, and so a temporal relationship must be established between the data sources. In this paper, synchronisation of the sources of information is achieved by synchronising the clocks of computers connected in a Local Area Network. A clock synchronisation protocol is used and a global time is stamped in each information data flow. During analysis, the time-stamp is used to playback the data in a synchronised way. The proposed system is valid for any medical application in which data synchronisati…
