Epäonnistuneen kieltolain myötä Suomeen laadittiin itsenäisyyden ajan ensimmäinen väkijuomalaki. Väkijuomalain myötä yksityiset henkilöt, yhdistykset, järjestöt sekä yksityiset kerhot saattoivat perustaa anniskeluravintoloita. Tässä tutkielmassa tarkastellaan Jyväskyläläisiä anniskeluravintoloiden anniskeluoikeusprosessia ja ravintoloiden valvontaa kieltolain päättymisestä vuonna 1932 talvisodan syttymiseen syystalvella vuonna 1939. Epistemic governance in local policy debates : The case of entitlement to early childhood education and care in Finland

In Finland, children below school age have enjoyed the right to attend subsidised full-time early childhood education and care (ECEC). However, the attendance rate in Finland is low in comparison to other Nordic countries. Furthermore, the entitlement was restricted to 20 h per week in 2016 unless the child’s parents work or study full-time or unless it is believed that the child will benefit from full-time ECEC. The debates concerning restrictions in ECEC entitlement in three municipal councils serve as the data for this study. This article analyses the role of affect and emotions in Finland’s first large-scale anti-deportation protest, the 2017 Right to Live protest in Helsinki. Despite deportation protests having recently gained scholarly attention, their emotional dimensions have not been sufficiently studied, especially as concerns the emotions of protestors with vulnerable legal status. This article is based on in-depth interviews with key activists in the anti-deportation protest network in Finland, including asylum seekers, refugees and Finnish citizens. As the United Nations Convention on the Rights of the Child (UNCRC) celebrates its thirtieth anniversary, it is relevant to explore how understandings of children’s rights have appeared during these three decades. As a key public actor in society, the media provides an interesting field in which to study the salience of children’s rights in societal and public discussions. Thus, in this article, we examine how children’s views are represented in «Helsingin Sanomat», the main national newspaper of Finland, in 1997, 2007, and 2017.
