Large-scale immigration and the refugee crisis have caused many states to adapt ever stricter civic selection processes. This paper discusses the challenges arising from civic selection from the perspective of recognition theories. The argument is that recognition theories provide good conceptual tools with which to critically analyze civic selection and immigration. ‘Human rights and democracy are not self-evident’ : Finnish student teachers’ perceptions on democracy and human rights education

This article discusses democracy and human rights education (DHRE) in Finnish teacher education, drawing on existing literature, curricula and a survey of student teachers’ perceptions. Earlier studies suggested that DHRE in Finnish teacher education is unsystematic, implicit, and dependent on the teacher’s individual interests. These studies highlight a sense of national exceptionalism, where DHRE is assumed to be self-evident. In 2019, we conducted a survey of student teachers (n=300) in one university. How can we implement infants’ cultural rights? Is there even reason to confer such rights to non-speaking children, or is it enough that we recognise slightly older children as culturally active individuals? Tarkastelemme tässä artikkelissa demokratia- ja ihmisoikeuskasvatuksen toteutumista opettajankoulutuksessa Suomessa ja viitteitä yhteiskunnallisen ilmapiirin muutoksesta ihmisoikeuksien ja demokratian kannalta negatiiviseen suuntaan. Tuomme esiin näkökulmia yhteiskunnallisiin osallistumismahdollisuuksiin kielellisten oikeuksien ja erilaisten taustatekijöiden suhteen. Tämän artikkelin taustaoletuksena on ajatus, että demokratia edellyttää oikeudenmukaisuuteen sitoutuneita kansalaisia ja että tällaisten kansalaisten kehittyminen edellyttää kansalaiskasvatusta. Oikeudenmukaisuuskasvatuksen pitäisi pystyä välittämään vakaumus, että jokaisella ihmisellä riippumatta ominaisuuksistaan on ehdottomat ihmisoikeudet, jotka perustuvat jokaisen ihmisen ehdottomaan ihmisarvoon. Ilman tällaista vakaumusta demokratia jäisi muodolliseksi proseduuriksi, joka ei takaisi tasa-arvoa, oikeudenmukaisuutta ja ihmisarvoa.
