Based on our research concerning enterprise architecture (EA) in the Finnish public sector, we discuss how EA concept and tool need to be developed to support government business ecosystem and organization design. Our research context indicates, beyond a federal government or a state one, that even a single municipality, like a city concern, can be perceived as an ecosystem of its sectoral domains, subsidiaries and such. When compared to humans, current computer systems seem very limited in their ability to really understand the meaning of things. From an encyclopedia of Iranian Folklore to an ontology of Iranian folklore

The main resource of the thesis came from 37 years of research work by Ahmad Shamlou, an Iranian poet. The body of research should be transformed from manuscript to digital material. Designing and implementing a semantic ontology for such a folk encyclopedia is a basic and essential part of the thesis. As the material bank is significantly large, semantic marking of the materials in their entirety must be done in a group action and this thesis aims to develop the appropriate framework for the encyclopedia. In this paper a practical method is presented for creating documentation of cultural historical targets using an event-centric core ontology. By using semantic documentation templates and an XML-based query language, a domain specific documentation model can be created and flexible user interfaces can be built easily for accessing and editing the documentation.
