An analysis of the history of the Federation of Alsatian Gymnastics Associations allows us to understand this mutation which is even more remarkable since the opposition between gymnastics and sports was initially very stiff. This research explores the relation between a crisis and public discussion on related issues. In organisational crisis communication, a singleissue strategy is often proposed. Such a strategy, however, may not be adequate in more complex crises where the crisis lifecycle is likely to encompass shorter lifecycles of issues that generate media attention. Decomposing the online crisis debate into a pattern of issues supports understanding of public perceptions, and hence of crisis response and communication. Does the European Commission (Commission) manage to transform and re-direct the roles played by Commission civil servants? To test the old neo-functionalist claim on loyalty transfer among civil servants, this article provides fresh survey and interview data on seconded national experts in the Commission. The transformative powers of the Commission are tested by assessing the extent to which seconded national experts adopt supranational role perceptions.
