How representative are referendums? Evidence from 20 years of Swiss referendums

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. Publishing, albeit in many cases irregular, became one of the main activities of provincial scientific societies from the 1860s. In this way, the natural history societies and field clubs contributed to the inflation of scientific publications were thought to disrupt the progress of science. As a remedy, the creation of regional and regular periodicals instead of the publishing by individual societies was suggested. This article reports on research examining the intensity and forms of partnership between civil society organisations (particularly non-profit non-governmental organisations with a focus on students with a different mother tongue) and schools in three European geographical areas, answering three research questions: (1) What services do non-profits offer for teachers? (2) How do non-profits see the current cooperation? (3) Do teachers know about the existence of non-profits in this area and are they interested in such cooperation? The starting point for the research has been the idea that society is divided into three relatively distinct areas of activity, i.e. separate sectors: the public sector, the market sector and the third sector. Peilaan jälkimodernin paikallisyhteisön piirteitä aktiivisista kylistä keräämääni aineistoon. Miten jälkimodernille paikallisyhteisölle ominaiset piirteet, kuten kommunikatiivisuus ja avoimuus niissä rakentuvat? Mitä haasteita ne tuovat tulevaisuuden kylätoiminnalle ja kylien kehittämiselle? Jälkimodernit paikallisyhteisöt eivät rakennu vastavoimana individualismille, vaan osana sitä.
