This study increases knowledge and understanding of middle managers’ ethical decision-making and behaviour within the context of Finnish higher education. The aim of the research is to develop a new framework for ethical decision-making and behaviour by combining prior theories and empirical knowledge. This dissertation analyses expertise-by-experience in Finnish social welfare organisations as part of the participatory practices presented as new democracy. Tutkielmassa tarkastellaan Yhdistyneiden kansakuntien turvallisuusneuvostossa 17.4.2007 käytyä ilmastonmuutoskokousta, jossa oli tarkoituksena keskustella ilmastonmuutoksen turvallisuusuhista. Tämän sijaan kokouksessa päädyttiin väittelemään siitä, onko neuvosto sopiva foorumi aiheen käsittelyyn. Siten kokouksessa ilmastonmuutokseen liittyvä keskustelu linkittyi voimakkaasti turvallisuusneuvoston tehtäväkentän kysymyksiin.
