Surface to boundary layer coupling in the urban area of Lisbon comparing different urban canopy models in WRF

2019

Abstract This work presents a sensitivity study to evaluate different Urban Canopy Models (UCM) existing within the Weather Research and Forecasting Model (WRF) in the urban area of Lisbon, Portugal. Several hind-cast simulations were carried out for a selected period in July 2010, in which synoptic conditions favoured urban heat island formation. We aim to gain knowledge on the feedback of modified urban canopy representation in WRF on local scale meteorology and the boundary-layer dynamics over the urban area, by comparing a single layer urban canopy model (SLUCM) and a more sophisticated multi-layer building effect parametrisation (BEP). We find significant differences in the characteris…

An Analytic Hierarchy Process for The Evaluation of Transport Policies to Reduce Climate Change Impacts

2007

Transport is the sector with the fastest growth of greenhouse gases emissions, both in developed and in developing countries, leading to adverse climate change impacts. As the experts disagree on the occurrence of these impacts, by applying the analytic hierarchy process (AHP), we have faced the question on how to form transport policies when the experts have different opinions and beliefs. The opinions of experts have been investigated by a means of a survey questionnaire. The results show that tax schemes aiming at promoting environmental-friendly transport mode are the best policy. This incentives public and environmental-friendly transport modes, such as car sharing and car pooling.

‘I changed my life’s course’ : The impact of the Helsingin Sanomat Foundation fellowship on the career path of a journalist

2017

This study focuses on the fellowship program of Helsingin Sanomat Foundation, which has sent a hundred mid-career journalists from Finland to study abroad at prominent universities. Based on two surveys, one on the fellows (n = 45) and one on a control group (n = 52), the article discusses the impact the fellowship education has on the journalists and their careers. The surveys are complemented with in-depth interviews of 10 fellow journalists. The results are discussed in the context of protean career concept, and they indicate that the fellowship period has a notable positive impact on the career of an individual journalist, but a contradictory impact on the journalist’s home organizatio…

CADASTRAL MODELS IN EU MEMBER STATES

2019

Abstract Cadastres are always related to land: they are a creation of man as effect of his relationship with land. The different conditions of the Cadastre in 14 EU Member States, including the former EU Candidate States (that nowadays are also EU members), are shown in this paper. Half of EU countries store cadastral and registration data in the same database. Basically two original models of cadastral system exist in the EU, related with systems of land registration : 1) in the Central European model (beyond the area of the Germanic “Grundbuch”) Cadastre emerges as a graphic basis (map) of land registration (Land Registry), so that physical changes must be reflected in the Cadastre and le…

GTVcut for neuro-radiosurgery treatment planning: an MRI brain cancer seeded image segmentation method based on a cellular automata model

2018

Despite of the development of advanced segmentation techniques, achieving accurate and reproducible gross tumor volume (GTV) segmentation results is still an important challenge in neuro-radiosurgery. Nowadays, magnetic resonance imaging (MRI) is the most prominent modality in radiation therapy for soft-tissue anatomical districts. Gamma Knife stereotactic neuro-radiosurgery is a minimally invasive technology for dealing with inaccessible or insufficiently treated tumors with traditional surgery or radiotherapy. During a treatment planning phase, the GTV is generally contoured by experienced neurosurgeons and radiation oncologists using fully manual segmentation procedures on MR images. Unf…

Constraint Cellular Automata for Urban Development Simulation: An Application to the Strasbourg-Kehl Cross-Border Area

2017

AcknowledgementsThe research presented in this chapter is part of the Smart. Boundary project supported by the Fonds National de la Recherche in Luxembourg and CNRS in France (ref. INTER/CNRS/12/02). The authors would like also to thank the Grasp Program of LISER for allowing cross-collaboration between the two teams based in Luxembourg and France.; International audience; Urban sprawl and space consumption have become key issues in sustainable territorial development. Traditional planning approaches are often insufficient to anticipate their complex spatial consequences, especially in cross-border areas. Such complexity requires the use of dynamic spatial simulations and the development of…

The transformation of the Russian defence industry

1995

TRADITIONALLY, THE DEFENCE INDUSTRY constituted the most powerful industrial lobby in the USSR, with an administrative structure at all the organisational levels where its interests could be affected. With a hierarchical and pyramidal structure, the different entities of the sector remained isolated from strictly civilian bodies. The strategic part it played within the organisation of the Soviet Union enabled the defence industry to manage a growing and important volume of resources; on the one hand, it had a special supply system which guaranteed regular high-quality provision of the most advanced technology in the country, as well as highly qualified human resources. On the other hand, th…

Reference schemes for e-government strategies. The analysis of the case regional government of valencia

2004

E-Government seems to be a fashionable topic and many interests have appeared around it, in particular since 1999. ICT industries, consultancy companies, supranational organizations and even research community are developing important activities with a clear consequence, among others, of increasing the self-convincement level about the importance of the topics. We analyze the experience on e-Government of the Region of Valencia in Spain, its boundary conditions, it background, its main achievement and frustrations, the next steps, the future plans in its, already, long road toward the modernization of its activities using the Information and Communication Technologies. In order to clarify o…

The resilience of Finnish farms: Exploring the interplay between agency and structure

2020

Resilience implies, in its essence, the capacity of a system to tolerate disturbances while retaining its essential functions. In the context of agriculture, resilience thinking calls for considering the ability of farms to thrive in turbulent times along with the ability of the ecological system – in which the agricultural production is embedded – to retain its function and integrity. Resilience is a relevant conceptual tool to analyse the contradictory management demands that farms are facing within the current neoliberal market regime: being economically viable and environmentally sustainable. In this study, the resilience of farms was operationalised through farmers' perceptions concern…
