Multilevel Governance and Participation: Interpreting Democracy in EU-programmes

This article offers an ethnographically oriented, interpretive approach for the research into the democratic qualities of multilevel governance (MLG). The complex and networked MLG arrangements, such as the European Union's (EU) participatory policy practices, are changing the traditional roles of public administration and politics in ways we cannot yet fully foresee. Abstract There has recently been a great deal of interest in the impacts of the deregulating and restructuring measures in the European railway sector. A vast amount of literature is devoted to analyzing the effects of these deregulation and restructuring measures on efficiency and productivity and the results are not totally unambiguous. The debate about whether to include all kinds of students in the general education classrooms is a current topic in the European and Scandinavian educational policy. This paper comes to grips with this topic by focusing on the process through which professionals define educational possibilities and risks for one group of children considered as special needs children. In early 2014 the foreign and security policy discourse in the Baltic region was transformed as a resurgent and assertive Russia annexed Crimea and launched covert operations in eastern Ukraine.1 Observers were quick to point out that events in Ukraine eerily paralleled the 1940 occupation of the Baltic states. The traditional security concerns about Russian intentions in the region that the Baltic states had increasingly suppressed over the previous 20 years once again rushed to the surface. The post-existential era of Baltic foreign and security policy that had marked the decade that followed accession to the EU and NATO seemed to have come to an end.

Latvia has experienced four administrative-territorial reforms in 30 years. In 1989, local and regional elections were the first democratic elections in Latvia since 1934. From 1990 to 1992, self-governments were the main authority for re-establishing national independence and transforming the country from totalitarianism to democracy. Attempts at diversification: Mexico and Pacific Asia

This article aims to explain the development of Mexico's relations with Pacific Asia. Based on the historical background of Mexico's relations with Asia and on internal and international transformations, we identify the interests of Mexican political actors in Pacific Asia. We provide an overview of the existing political and economic relations between Mexico and Pacific Asia, demonstrating that the success of diversification has been very limited.
