Ethics of Artificial Intelligence : Research Challenges and Potential Solutions
2020
Artificial Intelligence (AI) is a rapidly emerging paradigm with many applications in healthcare, industries, and smart cities. However, this rise of global interest in AI has fueled a renewed interest from the public sector and global policymakers. As AI networks (e.g., chatbots, automation systems, and helping agents) are paving their way as interactive household items, a critically important research issue is understanding the ethical impact of these autonomous agents. What is the explanation of the AI decision-making process? What are the legal, societal, and moral consequences of these decisions and actions? Should these AI systems be allowed to make decisions for human beings and to w…
Is Finnish Corporatism Reconfiguring, and Is It Good for Gender Equality?
2021
The Nordic model of employment relations, characterised by centralised collective bargaining and strong collaboration between social partners and the state, has often been linked to positive gender equality outcomes. Although the Nordic model has maintained stability even in the economic crisis of 2008, the Finnish labour market was faced with neoliberal pressures for change, liberalisation and decentralisation and a belief in the necessity of internal devaluation to restore national competitiveness. Do tax policies discriminate against female traders? A gender framework to study informal marketplaces in Nigeria
2022
Scholars have long debated formalizing the informal sector through taxation, but how do these processes affect gender inequalities? Our study in Nigerian markets contributes a gender framework to the equitable taxation literature on formalization. The study draws on a survey of 451 traders in 12 markets, key informant interviews, and ethnographic research in four markets of two states. We find that in at least two situations taxation policies discriminated against women implicitly: (1) male tax collectors had higher incidences of harassment on all traders and (2) taxing traders with flat taxes penalized women, as they earned less than men but were taxed the same.长期以来,学者们一直在辩论通过税收将非正式部门正规化,但…
Making regional cultural policy: regional government bodies’ cultural policy activities in Finland
2022
In Finnish cultural policy, power and responsibilities have been distributed to various regional government bodies and a distinct regional authority is lacking. This presents a notable difference to Sweden where the self-governing and politically elected assemblies at the regional level function as key regional cultural policy authorities. This article examines how the regional government bodies in Finland are participating in cultural policymaking in contrast to Sweden by recognising different activities that are carried out by the regional level. The analysis is conducted in two case regions (Central Finland and Värmland) based on interview data, legislation and policy documents. The resu…
