New electronic forms of political communication have become increasingly popular in countries with weak democratic institutions. The effectiveness of these new forms of association in altering political behavior, however, remains uncertain even in developed democratic regimes. This paper investigates connections between regional variation in electoral behavior and regional distribution of electronic social networks in the case of Ukraine's polarized and institutionally unstable democracy. Abstract Despite the initial function of hashtags as tools for sorting and aggregating information according to topics, the social media currently witness a diversity of uses diverging from the initial purpose. The aim of this article is to investigate the communicative functions of hashtags through a combined approach of literature review, field study and case study. Different uses of hashtags were subjected to semantic analysis in order to disclose generalizable trends. Does the European Commission (Commission) manage to transform and re-direct the roles played by Commission civil servants? To test the old neo-functionalist claim on loyalty transfer among civil servants, this article provides fresh survey and interview data on seconded national experts in the Commission. The transformative powers of the Commission are tested by assessing the extent to which seconded national experts adopt supranational role perceptions. Turning experience into expertise : technologies of the self in Finnish participatory social policy

This article investigates the micro-level practices of subject-construction in Finnish participatory social policy. Through a governmental ethnography on projects that invite former beneficiaries to become ‘experts-by-experience’ in social welfare organizations, I discern the possibilities for freedom in the participants’ self-construction. By making use of Michel Foucault’s conceptual tools of care of the self and confession, I illustrate how, contrary to the projects’ emancipatory promise of providing the service users the freedom to reconstruct themselves, the projects entail practices that curb the participants’ way of ‘knowing themselves’.
