Public Administration is in an era of change. This article aims at re-discovering one underresearched part of public administration, the executive arms of International Governmental Organizations (IGOs). These are referred to as International Executives (IEs). The article provides a conceptual mapping and an empirical illustration of three important dynamics of IEs – intergovernmental, supranational and transgovernmental dynamics. Einstein Versus Neutrinos

This article focuses on the news coverage given to the CERN (European Organization for Nuclear Research) announcement that neutrinos might exceed the speed of light, flying in the face of Albert Einstein’s theory. By studying 140 cartoons about the news item published between the CERN’s announcement at the end of September 2011 up until its refutation in February 2012, we selected 33 devoted to Albert Einstein. We study the iconographic use of Einstein’s figure, and how the suggestion he might have been wrong stirred up greater interest among the cartoonists than when it was proven his ideas are still fully in force.

Citizens' Communication Habits and Use of ICTs During Crises and Emergencies

In this article, citizens’ communication habits and use of information and communication technologies during crises and emergencies are discussed from the perspective of community resilience. The topic is approached qualitatively by exploring citizens’ perceptions, and the data were gathered by means of focus groups in storm-prone and flood-prone areas in Finland. The results indicate that citizens consider emergency communication to be mostly unidirectional: from authorities to the public. Abstract The majority of countries with advanced information and communication technology (ICT) infrastructure have been experiencing extended stagnation due to an “embedded” trap in ICT advancement. However, certain countries have been able to sustain a high level of ICT- driven global competitiveness. This suggests that in these contexts there is resilience beyond economic value. How and Why to Start and Run a SIGCHI Local Chapter

There is a vast and increasing interest towards local HCI communities around the globe and in particular on geographical areas in which HCI has only recently started to gain increasing interest by local industries as well as academic institutions. A SIGCHI Local Chapter is one of the ways a local HCI community can organize and get visibility and support for their activities. However, many active volunteers in this field might not be aware of this possibility. The main goal of the Chapters' SIG in CHI'15 is to inform interested parties of SIGCHI Local Chapters and to find ways in which SIGCHI could better support local HCI communities with their various needs all over the world.
