The United Nations’ Sustainable Development Goals (SDGs) are based on the Agenda 2030 according to which ‘no one is left behind’, highlighting the need for inclusive citizenship at all levels. This article examines self-help groups in rural Tanzania as potential arenas for inclusive citizenship, which is defined as bottom-up practices of membership, participation, and livelihood enhancement. However, inclusive citizenship is also characterised by exclusions. Poverty Permanence Among European Youth

Previous studies suggest that Scandinavian countries are the ones with the highest rates of youth poverty in Europe. This somewhat unexpected finding prompts the question whether the incidence of poverty is an appropriate measure of youth disadvantage. Instead of considering poverty rates we define here youth disadvantage in terms of the number of periods an individual is recorded to be below the poverty line. A NEW INDEX OF POVERTY PERSISTENCE

This paper proposes a new indicator of poverty persistence based on a synthesis of the temporal sequences of the years spent in poverty and non poverty, taking into account the order in which poverty spells follow each other. The index is a measure with cardinal properties and it allows not only the ranking of the individuals according to the duration of their poverty experience but also to measure the distance between any two individuals in the population. The index can be built up at individual level and it is also possible to have an aggregated index at any territorial level. Micro data from a longitudinal survey are needed.

Is cross-sectional poverty a reflection of real economic and social disadvantage? Does total number of years spent in poverty provide sufficient information about poverty severity? Poverty Reduction: The Paradox of the Endogenous Poverty Line

When evaluating poverty, the relative poverty line may be considered as a percentage of the median income or it may be a percentage of the average income. It is proved that, with a poverty line relative to the median income, reducing poverty may become less costly in proportion to the total income as poverty increases (measured by the Sen, the Sen-Shorrocks-Thon or the Foster-Greer-Thorbecke poverty indexes) by passing from a Lorenz concentration curve to another curve associated with more poverty. L'accento è però posto sulle sperimentazioni che enti e istituzioni hanno avviato anche in forma autonoma o con l'ausilio del terzo settore. The theme of poverty and income support tools is re-proposed in this issue of the magazine as a continuation of the previous one. The emphasis, however, is placed on the experiments that bodies and institutions have also started autonomously or with the help of the third sector.

The paper summarizes the sociological debate on the issues of poverty and social exclusion, focusing on the relationship between the micro and macrosociological dimensions of social relations. The author questions the links between impoverishment processes, individual and family life courses, structural and environmental characteristics, individual reflexivity, welfare interventions and services. The paper presents a clear picture not only of these complex interconnections, but also of individual and family strategies for coping with vulnerability.
