The early 1990s economic setback brought significant reforms favoring the outsourcing of care in Finnish municipalities. Here, outsourcing refers to the practice of municipalities employing private organizations through different means (e.g., open tendering) to deliver public care services. In this context, this study examines the growth in the outsourcing of service housing and home-help services in 311 municipalities from 2001 to 2015 and investigates the municipal factors associated with outsourcing using four dimensions: care needs, population size, economic situation, and political ideology of the municipality. In this article, we discuss how the flow of private information about children and families in poverty situations is managed in interorganizational networks that aim to combat child poverty. Although practices for sharing information and documentation between child and family social work services are highly encouraged and recommended to create supportive features for parents and children, this development often results in undesirable forms of governmentality. Throughout the world, the finance of education is in serious crisis. The crisis of educational finance is not limited to the problem of meeting the obligations of societies to provide some minimum amount of compulsory education for their students. This minimum does not assure the preparation of an appropriately trained labour force in a world that is increasingly technicological and in which a competitive economy requires the remplacement of traditional production processes with others based on sophisticated labour and capital. The rapid growth of post-compulsory systems of education is no longer a luxury, but a necessity for industrialization and economic development.

Abstract We examine the macroeconomic effects of privatizing the ownership structure of the electricity market, using a novel indicator of privatization which covers 90 advanced, emerging market, and developing economies, since 1974. Privatization reforms, on average, improve outcomes in the provision of electricity and have positive macroeconomic effects: output and employment increase in the years following electricity-sector privatization reforms. The welfare cost of unpriced heterogeneity in insurance markets

We consider the welfare loss of unpriced heterogeneity in insurance markets, which results when private information or regulatory constraints prevent insurance companies to set premiums reflecting expected costs. We propose a methodology which uses survey data to measure this welfare loss. After identifying some “types” which determine expected risk and insurance demand, we derive the key factors defining the demand and cost functions in each market induced by these unobservable types. These are used to quantify the efficiency costs of unpriced heterogeneity.
