2011
The reconstruction of eighteenth-century private libraries is a matter that raises questions about the methodological criteria to be used. In line with current historiographical methods, the essay tries to integrate correspondence and literary and archival sources to reconstruct the libraria of Gabriela Lancillotto Castelli, Prince of Torremuzza, taking care to observe the type of circulation and use of books in eighteenth- century Palermo and, more broadly, the particular effervescence of local culture following the expulsion of the Jesuits.
Tax Incentives as a Part of Governments’ Applied Mechanisms for the Third Pension Pillar in Estonia, Latvia, and Lithuania
2020
The main objective of the improvements to public pension systems is to create a balanced three-pillar pension structure and increase public accountability for pension capital formation. Most pension systems are based on the first two pension system pillars – mandatory contributions in the state compulsory unfunded pension scheme and the state-funded or accumulated pension scheme in pension funds. However, the pension level adequacy has been reached by adding the third pension system pillar - voluntary investments in private pension funds. Governments are private pension system policymakers by defining a legal framework and providing tax incentives for voluntary investments for retirement. I…

Motherhood of Nigerian and Romanian Women in Sexual Exploitation
2020
Motherhood in human trafficking can cause a transition from an invisible individual, marginalised by their administrative and social status, into a ‘recognised citizen’ (Brouckaert and Longman 2018). This is to do with ‘the constitute maternal act’ (Ruddick 1995), in which the role of care is assumed regarding the child necessities, bringing with it help for the mother in order to fulfil necessary services (Brouckaert and Longman 2018). Therefore, motherhood can be perceived, especially by the trafficker as an added vulnerability factor, due to the responsibility that the victim feels in protecting the baby. However, on the other hand, the responsibility in protecting another life can also …
Some Previously Relevant Aspects of Academic Life: Venia Legendi and the Status of a Private Docent in the World and in Riga Polytechnicum (1862–1896)
2021
The study examines the status of a private docent, the academic position which was introduced across the world in the 18th century and which also existed in Latvia from the second half of the 19th century until the end of World War II. The status of the private docent as it used to be understood in Latvia is compared with other countries, mainly considering German-type universities. Definition of the terms «venia legendi» and «private docent» providing examples of academic activity of the lecturers of Riga Polytechnicum (RP) allow considering these concepts from various perspectives in order to make their meaning and usage in the previous centuries transparent for the users in the 21st cent…
“Sicherungsverwahrung” (preventive detention) in Germany under the scrutiny of the ECHR
2020
The societal challenge how to deal with offenders deemed habitually dangerous, requires to balance needs for security of the general public with the human rights of the potential extreme dangerous offender. The prediction of future heavy crimes can never be precise. Hence, all measures infringing the rights of individuals deemed dangerous are very problematic from a human rights perspective. Germany uses “Sicherungsverwahrung” (preventive detention) to handle this challenge. The concept basically meant that after their prison-sentence, offenders deemed dangerous were kept in prison like conditions until they were not deemed dangerous anymore. The European Court of Human Rights (ECtHR) inter…

Technological Society in the 21st Century requires a redefinition of principle of private autonomy. This essay analyses this issue referring to the problems of vulnerable consumer and application of blockchain technology to pr…
