International audience; A reading of the process of privatization through the corporate governance theory leads to propose a model taking into account, on the one hand, the time dimension of the process of privatization, on the other hand, the contextual, organizational, governance and strategic variables which influence this process. After replicating some traditional tests, we test this model on a sample of French privatized firms and on a seven years horizon. The positive effect traditionally attributed to privatizations is not confirmed. The macroeconomic effects of electricity-sector privatization

Abstract We examine the macroeconomic effects of privatizing the ownership structure of the electricity market, using a novel indicator of privatization which covers 90 advanced, emerging market, and developing economies, since 1974. Privatization reforms, on average, improve outcomes in the provision of electricity and have positive macroeconomic effects: output and employment increase in the years following electricity-sector privatization reforms. Reforms are also associated also with an increase in income inequality, but the effects are small, on average. Assessing the dynamic eco-efficiency of Italian municipalities by accounting for the ownership of the entrusted waste utilities

Abstract This study evaluates and compares the dynamic eco-efficiency of municipalities with publicly owned, privately owned, and mixed ownership solid waste utilities by estimating the Meta-frontier Malmquist-Luenberger productivity index for a sample of 68 major Italian towns. On average, the eco-productivity of Italian waste service providers increased by 8% from 2016 to 2019. Although municipalities with private utilities improved their eco-productivity most, the differences among the three clusters reflecting utility ownership are not statistically significant. Dynamics and Limits of Regulatory Privatization: Reorganizing audit oversight in Russia

Accounting and auditing are often cited as key sites where business regulation has been privatized, globalized and neoliberalized. Yet, these sites have also undergone a legitimacy crisis in recent years, marked by a shift from self-regulation to increased public oversight. This paper investigates these developments by reference to the evolution of a public/private audit oversight regime (audit of the auditors) in Russia. We show how, in the early stages of post-Soviet reforms, old state-administered forms of financial oversight were replaced with market-oriented arrangements (peer reviews) offered by newly founded private professional accountancy associations as a service to their members.…
