The aim of this article is to provide an exploration of how the work of two theorists with notably different stances could be used effectively to enhance critical research methods in relation to the history of child welfare social work. Our proposition is that the design and implementation of child welfare policies, practices and discourses could considerably benefit from a more historically well grounded scholarship that enables actors to connect their present concerns with the broader historical dynamics of social regulation. The ordering principle of the dynamics between sports and general legal system was thus identified in the principle of proportionality. This principle is suitable on the one hand to identify the limits of the interference of the general order and, on the other, to "measure" and to justify the extent of the exceptions granted to sports law. Which is not without implications in terms of the practical consequences. For example, in the field of sports justice, are not justified the today existing limits to the power to annul of the administrative judge.

This paper addresses a lack of research into public procurement of information systems, especially from a process focus. Three case studies from IS procurement in Norwegian municipalities are presented. By following one of the procurements in detail, the paper shows a process with a very strict phased division, an approach quite different from today's agile system development methods. The cases show the importance of the requirement specification which is completed before talking to vendors. En este artículo se sostiene la tesis de acuerdo con la cual los retrocesos o la reversibilidad de los derechos sociales son decisiones normativas limitadas fundamentalmente por dos expedientes, garantías o salvaguardas. Fundamental rights and the proportionality principle

The paper assesses the widespread use of the test of proportionality in fundamental rights adjudication. While constitutional and human rights courts all over the world appear to be consistently engaged in deploying the test of proportionality in order to assess the permissibility of a given rights limitation, this approach is under severe criticism insofar as it is considered an attack to the very idea of fundamental rights.
