The present work examines the reasons that gave rise to European Regional Policy and describes its principles and basic objectives, as well as the operational transformations it underwent from the 1988 Structural Fund reform till the approval of the Agenda 2000. PRACTICAL APPROACH FOR HYPERSPECTRAL IMAGE PROCESSING IN PYTHON

Abstract. Python is a very popular programming language among data scientists around the world. Python can also be used in hyperspectral data analysis. There are some toolboxes designed for spectral imaging, such as Spectral Python and HyperSpy, but there is a need for analysis pipeline, which is easy to use and agile for different solutions. We propose a Python pipeline which is built on packages xarray, Holoviews and scikit-learn. We have developed some of own tools, MaskAccessor, VisualisorAccessor and a spectral index library. They also fulfill our goal of easy and agile data processing. In this paper we will present our processing pipeline and demonstrate it in practice.

Emotion Elicitation: A Comparison of Pictures and Films

Abstract Pictures and film clips are widely used and accepted stimuli to elicit emotions. Based on theoretical arguments it is often assumed that the emotional effects of films exceed those of pictures, but to date this assumption has not been investigated directly. The aim of the present study was to compare pictures and films in terms of their capacity to induce emotions verified by means of explicit measures. Stimuli were (a) single pictures presented for 6 s, (b) a set of three consecutive pictures with emotionally congruent contents presented for 2 s each, (c) short film clips with a duration of 6 s. Analysis of the energy balance closure over a FLUXNET boreal forest in Finland

Abstract. The imbalance in the surface energy budget, when using eddy-covariance techniques to measure turbulent fluxes, is still an unresolved problem. Important progresses have been reported in recent years identifying potential reasons for this lack of energy balance closure. In this paper we focus on the data collected in a FLUXNET boreal forest site in Sodankylä, Finland. Using one month half-hourly data, an average Energy Balance Ratio (EBR) of 0.72 is obtained. The inclusion of the heat storage terms in the energy budget yields an improvement of about 6% in the total closure.
