Risk Management Optimization for Sovereign Debt Restructuring

Abstract Debt restructuring is one of the policy tools available for resolving sovereign debt crises and, while unorthodox, it is not uncommon. We propose a scenario analysis for debt sustainability and integrate it with scenario optimization for risk management in restructuring sovereign debt. The scenario dynamics of debt-to-GDP ratio are used to define a tail risk measure, termed conditional Debt-at-Risk. A multi-period stochastic programming model minimizes the expected cost of debt financing subject to risk limits. The photoinduced toxicity of two polycyclic aromatic hydrocarbons (PAHs), retene (RET) and pyrene (PYR), to the eleutheroembryos of whitefish and northern pike was studied. Fish were exposed to three concentrations of RET and PYR, and irradiated with ultraviolet radiation (UVR) or visible light for 3 h on two consecutive days. UVR covered the absorption maxima of RET and PYR at UVB and UVA, the daily UVR doses were 30 and 28 kJ m−2, respectively. After 72 h, mortality and behavioral abnormalities were observed. Fuzzy Metric Approach to Aggregation of Risk Levels

In this paper we propose a special construction of a general aggregation operator. The construction allows to aggregate fuzzy sets taking into account the distance between elements of the universe. We consider the case when fuzzy sets to be aggregated represent the risk level evaluation by several experts. We describe how the proposed construction could be applied for risk level assessment in the case when a strong fuzzy metric is used to characterize the similarity of objects under evaluation.

Stochastic debt sustainability analysis for sovereigns and the scope for optimization modeling

We express the opinion that sovereign debt sustainability analysis must be augmented by stochastic correlated risk factors and a risk measure to capture tail effects. Crisis situations can thus be adequately specified and analyzed with sufficient accuracy to warrant the relevance of policy decisions. Semi-automatic Quasi-morphological Word Segmentation for Neural Machine Translation

This paper proposes the Prefix-Root-Postfix-Encoding (PRPE) algorithm, which performs close-to-morphological segmentation of words as part of text pre-processing in machine translation. PRPE is a cross-language algorithm requiring only minor tweaking to adapt it for any particular language, a property which makes it potentially useful for morphologically rich languages with no morphological analysers available.
