As many low-income households have still been facing the problem of affordable housing, in several countries governmental institutions have implemented various measures of housing policy and are supporting both the “right to housing” and the “right to buy” a dwelling at a subsidized price. Alienation of public housing is a political measure mostly directed towards low-income tenants, by which the dwellings are sold at a price set by law, assumed as a “administered” price. I paesaggi urbani "generati" dalle politiche attuate ad Agrigento in seguito alla frana del 1966

After more than fifty years after the landslide of 19 July 1966 which involved most of the historical centre of Agrigento, the paper aims to reflect on the results of the policies implemented by the national government as a result of this dramatic event and on the effect that such policies have had on urban landscape. In particular, the paper focuses on the degradation conditions that characterize both the historical neighbourhood of Rabato-Santa Croce, which was partially abandoned by the inhabitants following the landslide, and the new district of public housing "Villaseta", built outside of the Agrigento city, where the inhabitants - who had lost their homes - were transferred.

The essay focuses on the film Le mani sulla citta (Hands on the city, 1963) by Francesco Rosi. The film, set in Naples, explores some significant aspects of the Italian "Reconstruction" after the end of the Second World War and offers interesting insights.
