Health system reforms and the needs of the ageing population : an analysis of recent policy paths and reform trends in Finland and Sweden
2022
AbstractPopulation ageing with an increasing number of people experiencing complex health and social care needs challenges health systems. We explore whether andhow health system reforms and policy measures adopted during the past two decades in Finland and Sweden reflect and address the needs of the older people. We discuss health system characteristics that are important to meet the care needs of older people and analyse how health policy agendas have highlighted these aspects in Finland and Sweden. The analysis is based on “most similar cases”. The two countries have rather similar health systems and are facing similar challenges. However, the policy paths to address these challenges are…
Promoting coordination in Norwegian health care1
2011
Introduction The Norwegian health care system is well organized within its two main sectors—primary health and long-term care on the one hand, and hospitals and specialist services on the other. However, the relation between them lacks mediating structures. Policy practice Enhancing coordination between primary and secondary health care has been central in Norwegian health care policy in the last decade. In 2003 a committee was appointed to identify coordination problems and proposed a lot of practical and organisational recommendations. It relied on an approach challenging primary and secondary health care in shared geographical regions to take action. However, these proposals were not imp…
Suomalaiset kirkkoherrat Ruotsin valtion rakentajina 1550-luvulta 1610-luvulle
2019
This dissertation and the four separate articles contained therein examine Finnish pastors as builders of the Swedish state from the 1550s to the 1610s. The subject is studied from three perspectives. First, the relationship between the crown and the church (and the pastors) is explored. Second, the study investigates the relationship between the pastors and local communities. The third aspect connects the first two as it sheds light on the pastors’ role as intermediators between local communities and the crown. These perspectives provide the essential frameworks in which state build-ing took place: the centers of the realm, the local communities, and interaction be-tween the two. The sourc…

Muižu centru izmantošana agrārās reformas laikā: Talsu apriņķa piemērs,1920.-1937.gads
2019

The school staff's perception of their ability to teach special educational needs pupils in inclusive settings in Finland
2015
Recent studies have suggested that the professional training received by general educators does not adequately prepare them to properly implement inclusion-based practices. The idea of inclusion in practice has not significantly changed the situation of teaching pupils with special educational needs (SENs) in mainstream classes. This study's primary intent is to examine the factors that identify the school staff's ability to meet the needs of SEN pupils in their daily teaching situations. A total of 187 elementary school teachers, principals and teaching assistants in a Finnish city completed a structured questionnaire that used a self-evaluation method. Two components were generalised acco…
