Place-based policy in southern Italy: evidence from a dose-response approach
2021
This paper evaluates the effectiveness at a territorial level of a place-based policy for southern Italy, that is, territorial integrated projects (TIPs). We combine classical counterfactual designs and the construction of a dose–response function to assess the impact of the infrastructural interventions on the municipalities involved in a target region (Sicily). The results are robust enough to show policy effectiveness on both the number of workers and the number of plants. In the latter case, we also identify a significant and increasing dose–response function highlighting the positive relationship between funding intensity and the growth of plants.
Cheese as a food souvenir in Sicily
2022
Souvenirs are elements of territorial communication, and they are examples of the marketing strategy of destinations. Souvenirs are objects that allow us to remember moments we have experienced and places we have visited. Drawing on the close relationships between places and souvenirs, this paper analyses cheese as a food souvenir in the island of Sicily. The method is based on a qualitative design which includes visits and interviews with local sellers in the food markets and food shops in Palermo, with the objective to reveal how cheese is protected and promoted as a symbol of Sicilian culture and heritage from a marketing perspective. Results of the paper show that cheeses made in Sicily…
Knowledge bases and regional development: collaborations between higher education and cultural creative industries
2016
This paper builds on the assumption that cooperation between higher education institutions (HEIs) and creative and cultural industries (CCIs) stimulates innovation and economic growth at the regional level. It further assumes that HEIs and CCIs hold different perspectives on their intention to cooperate with external actors and, thus, there is a need for joint arenas to develop and integrate knowledge and practices among stakeholders across academia and industry. With this rationale in mind, the paper’s main objective is to discuss how universities’ roles in the establishment and development of locally embedded CCIs change or evolve over time. Taking a process economics perspective and buil…
From Complement to Motor: The Changing Role of Leisure and Tourism in Local Development Strategies. The Case of the Recovery and Valorisation of Cult…
2012
In the Fordist society, the productive activity focused development strategies, considering the role of leisure and tourism as “complementary” productive activities. The consolidation of post-productivism since the decade of 1990s has caused profound changes in individual and collective values and priorities. These have seen the introduction of a radically different conception about the role of leisure and tourism in the vital programming and, consequently, in the strategies of companies, organisations and governments. This paper provides a discussion of the principles of local development and the, more and more, central function of leisure and tourism in regional development strategies, th…
The influence of the Covid-19 pandemic on Czech-Polish cross-border cooperation: From debordering to re-bordering?
2021
Abstract The COVID-19 pandemic brought many changes to social behaviours in Europe. One of its major consequences was the temporary closure of borders, which was introduced as a measure to prevent the uncontrolled pandemic spreading and involved internal Schengen borders. This has had a major impact in the way in which cross-border cooperation has been conducted in Europe, including the Czech-Polish borderland, as it dramatically restrained all flows across borders. In this paper, we evaluate the impact of the pandemic on five roles of cross-border cooperation: 1) as a multi-level governance form; 2) as a regional development tool; 3) as a para-diplomacy form; 4) as a post-conflict reconcil…
Decentralization as an incentive scheme when regional differences are large
2010
It has been suggested that large regional differences could be an obstacle to that part of the political accountability of office-holders which is based on yardstick competition among governments. The paper addresses that question and concludes that the obstacle is not too serious in general. The second part of the paper is devoted to the persistent economic underperformance of some regions in countries such as Germany, Italy and (with regard to regions overseas) France. How is it that the mechanism of yardstick competition induces a convergence of economic performance among European Union member countries, even those particularly poor initially, but fails to induce all the underperforming …
Endocrine disrupter compounds removal in wastewater using microalgae: Degradation kinetics assessment
2018
[EN] This paper describes a study carried out to determine the removal kinetics of four micropollutants (4-tert-octylphenol (OP), technical-nonylphenol (t-NP), 4-nonylphenol (4-NP) and bisphenol-A (BPA)) usually found in wastewater streams. The kinetic experiments were carried out in batch reactors containing the effluent of an Anaerobic Membrane BioReactor (AnMBR) in the presence of light, oxygen and microalgae. As the degradation process of the studied micropollutants obeyed a pseudo-first-order kinetics, the second-order kinetics for each micropollutant was then calculated. The second order rate constants for the hydroxyl radical (k.(OH)) ranged from 7.0.10(+10) to 6.6.10(+12) L.mol(-1).…
Income Differences in Regions of Latvia – Problems and Challenges
2019
Income differences in regions of Latvia is becoming a greater problem for families as there are made decisions for emigration, for municipalities as there are significant reductions in tax (income and property) payers and for entrepreneurs as there are less customers for their products and services: those aspects are on great importance but not enough researched and discussed in academic research. Purpose of the study is to analyse income differences in the regions of Latvia. The tasks of the study: 1 to review theoretical background of income differences in context of regional development; 2 to review existing research of income differences in the regions in EU; 3 to analyse problems of in…
Regional development and innovation: the role of services
2009
This special issue examines the role of services within the relationship between regional development and innovation. The analysis described here clearly shows the importance of the institutional elements that go to make up each regional environment. These institutional elements are not only formal and informal but also include intermediary organisations and services, in particular, knowledge-intensive ones. Fostering services based on connection and transfer (technological centres etc.), constitutes a strategic line of action in regional innovation policy. These services have a dual purpose. They both enable interaction between agents located in the same area and promote connections betwee…
Involving Universities in Regional Upgrading in the Periphery: Lessons from Northern Europe
2017
This chapter presents and discusses two cases of regional upgrading involving public-run universities in two Northern European countries, Norway and the Netherlands. More specifically, it illuminates how academic groups associated with the field of medicine took pro-active steps to establish and further develop regional coalitions which, over time, have resulted in situated learning. The focus on processes of university-regional engagement and mutual satisfaction in a context where universities are pressured to be globally excellent allow lessons to be drawn for regions in Southern Europe. Subtle transfer is nevertheless required to account for universities’ autonomies and organisational ca…
