“Pursuing Community Resilience through Outcome-Based Public Policies: Challenges and Opportunities for the Design of Performance Management Systems”

2017

The purpose of this symposium is to contribute to the ongoing debate on this topic in the public administration literature by exploring the contribution of performance management in the implementation of effective governance systems that may foster community resilience, especially to social “wicked” problems. The set of articles hosted in this issue provides a variegated mix of ideas and experiences in this field, encompassing different countries (from Northern to Southern Europe, and Canada), sectors (including labor, healthcare, tourism, and public utilities), and methodological approaches. An empirical perspective is adopted by the authors, involving case studies, interviews, and field r…

The Development of Resilience Management Guidelines to Protect Critical Infrastructures in Europe

2018

The capability to be resilient in the face of crises and disasters is a topic of highest political concern in Europe especially as far as critical infrastructures and urban environments are concerned. Critical infrastructures are systems or part of systems essential for the maintenance of vital societal functions, the disruption or destruction of which would have a significant impact on the well-being of people. Examples of them are transportation services, energy infrastructures, water and wastewater systems, health and emergency services, financial services, communication infrastructures, etc. The symposium focuses on the experience of four different projects funded under the Horizon 2020…

The Transcultural Community Resilience Scale: Psychometric Properties and Multinational Validity in the Context of the COVID-19 Pandemic

2021

Few instruments assess community resilience. In the midst of the COVID-19 pandemic, the capacity of communities to support resilience of members deserves to be assessed to develop programs for improving mental health of affected populations. This article presents the development of the Transcultural-Community Resilience Scale (T-CRS), its underlying factorial structure and transcultural validity with a multilingual (English, French, Creole, Kinyarwanda), multinational (DR Congo, Haiti, Rwanda, Togo) and multicultural sample affected by this pandemic. A sample of 1,267 participants (40.9% women) were recruited in the four countries: DRC (n = 626, 43.4% women), Haiti (n = 225, 42.0% women), R…

Effective strategies for targeted attacks to the network of Cosa Nostra affiliates

2022

AbstractNetwork dismantling has recently gained interest in the fields of intelligence agencies, anti-corruption analysts and criminal investigators due to its efficiency in disrupting the activity of malicious agents. Here, we apply this approach to detect effective strategies for targeted attacks to Cosa Nostra by analysing the collaboration network of affiliates that participate to the same crimes. We preliminarily detect statistically significant homophily patterns induced by being member of the same mafia syndicate. We also find that links between members belonging to different mafia syndicates play a crucial role in connecting the network into a unique component, confirming the releva…

HTLS Conductors: A Way to Optimize RES Generation and to Improve the Competitiveness of the Electrical Market—A Case Study in Sicily

2018

Stringent environmental constraints make more difficult to identify new energy corridors and build new power lines. The increase in the generation of electricity from renewable energy sources (RESs) makes the operation of electrical systems increasingly difficult in some areas. The transmission system operators (TSOs), in Italy Terna, are forced to exploit the existing overhead transmission lines, increasing the possibility of dispatching energy, in particular RES, optimizing the transmission capacity. Therefore, after a brief presentation of the Sicilian electricity system and a brief description of high-temperature low-sag (HTLS) conductors, a case study is presented. It is shown how it i…

Reducing False Node Failure Predictions in HPC

2019

Future HPC applications must be able to scale to thousands of compute nodes, while running for several days. The increased runtime and node count inconveniently raises the probability of hardware failures that may interrupt computations. Scientists must therefore protect their simulations against hardware failures. This is typically done using frequent checkpoint& restart, which may have significant overheads. Consequently, the frequency in which checkpoints are taken should be minimized. Predicting hardware failures ahead of time is a promising approach to address this problem, but has remaining issues like false alarms at large scales. In this paper, we introduce the probability of unnece…

MSS: A Multi-Level Data Placement Scheme for Data Survival in Wireless Sensor Networks

2009

In recently popularized unattended wireless sensor networks, sensed data are stored locally or some designated nodes for a long term and retrieved sometime by collectors on demand. Such data may be delete or modified as sensor nodes are always exposed to risks such as random failure and mobile adversary. To maximize the data survival, we propose a secure and efficient scheme - MSS. MSS makes use of hopbounded computational secret sharing to achieve fault tolerance and compromise resilience, and takes advantages of multi-level secret sharing to mitigate communication overhead and improve overall security. MSS has the most advantages in terms of security and efficiency among presented schemes…

Individualizing deep dynamic models for psychological resilience data

2020

ABSTRACTDeep learning approaches can uncover complex patterns in data. In particular, variational autoencoders (VAEs) achieve this by a non-linear mapping of data into a low-dimensional latent space. Motivated by an application to psychological resilience in the Mainz Resilience Project (MARP), which features intermittent longitudinal measurements of stressors and mental health, we propose an approach for individualized, dynamic modeling in this latent space. Specifically, we utilize ordinary differential equations (ODEs) and develop a novel technique for obtaining person-specific ODE parameters even in settings with a rather small number of individuals and observations, incomplete data, an…

Universal design as resilient urban space plan strategy. New scenarios for environmental resources’ sustainable management

2021

Nowadays, urban framework, stressed by the growing anthropic pressure and its constantly evolving use requests is split by uneven structures, contexts, users and patchy needs, which come out to be inefficient and ineffective in access and management. This fact is directly connected both with morph-functional structure of urban texture and its continuous changing trends. The most important consequences of this situation are some negative effects that produce entropy, mistaken anthropic space uses, ecological networks decrease and most of all a substantial urban life quality reduction connected with mobility problems and non-resilient spaces' use at the different plan scales. These elements m…

A Generic Approach to Scheduling and Checkpointing Workflows

2018

This work deals with scheduling and checkpointing strategies to execute scientific workflows on failure-prone large-scale platforms. To the best of our knowledge, this work is the first to target fail-stop errors for arbitrary workflows. Most previous work addresses soft errors, which corrupt the task being executed by a processor but do not cause the entire memory of that processor to be lost, contrarily to fail-stop errors. We revisit classical mapping heuristics such as HEFT and MinMin and complement them with several checkpointing strategies. The objective is to derive an efficient trade-off between checkpointing every task (CkptAll), which is an overkill when failures are rare events, …
