This paper proposes the use of directional distance functions and Data Envelopment Analysis techniques to assess technical efficiency in the provision of the different stages of the urban water cycle in Andalusia, a Southern European region. Evaluating performance in the management of specific stages of the urban water cycle provides utility managers and regulating authorities with relevant information that may not be detected by more conventional approaches based on assessing performance at utility level. We have carried out restoring of some Latvian alfalfa genetic resources from seeds of accessions that did not germinate in soil at all. Two of them were repatriated from the N. Vavilov All-Russian Institute of Plant Industry (multiplied more than 40 years ago) and three from the Research Institute of Agriculture (Latvia) (multiplied 15-20 years ago). For germination of old seeds we used early elaborated in vitro culture conditions. Germination rate ranged 2-60%, depending from the genotype and seeds storage conditions. Though it is recognized that follow-up practices could provide useful opportunities to learn from projects’ actual consequences, the practice is criticized for not achieving this goal.
