The voluntary agreement to promote the use of reclaimed water is an economic policy instrument (EPI) which focuses on improving water management by using reclaimed water. Following a win-win strategy, this EPI was implemented in the Tordera river basin (Spain), an area with endemic water scarcity problems and high competition among users for water resources. The competent handling of representations is required for understanding physics' concepts, developing problem-solving skills, and achieving scientific expertise. Using eye-tracking methodology, we present the contributions of this paper as follows: We first investigated the preferences of students with the different levels of knowledge; experts, intermediates, and novices, in representational competence in the domain of physics problem-solving. In this paper, we report on a qualitative study of student teachers’ collaboration in planning and implementing a course that integrated physics and the Finnish language. Audio-recorded planning sessions and interviews were examined using qualitative content analysis, first, to discover what kind of space for knowledge construction student teachers designed for learners and, second, to identify the characteristics of their collaboration in developing a new cross-disciplinary pedagogical practice.
