This article examines why it is interesting to have a better knowledge of unit costs in educational systems, and to analyse differences between levels of education, between schools and between countries. It underlines the fact that few studies have been carried out up to now, and that little agreement exists among specialists concerning the methodologies for estimating costs. In spite or these deficiencies in available information, the author reviews existing case studies in France and in the world, and shows that extensive possibilities of improving the cost-effectiveness of ressources allocation still exist. The quality of primary education in Côte d'Ivoire has deteriorated sharply over the past three decades. This situation is the result of an approximate management of the education system, which is characterized by a lack of educational support, a misallocation of resources, a congestion of classrooms (42 students for a teacher in primary school) and a lack of skilled and well trained teachers. Timing and patterns of the ENSO signal in Africa over the last 30 years: insights from normalized difference vegetation index data.

Abstract A more complete picture of the timing and patterns of the ENSO signal during the seasonal cycle for the whole of Africa over the three last decades is provided using the normalized difference vegetation index (NDVI). Indeed, NDVI has a higher spatial resolution and is more frequently updated than in situ climate databases, and highlights the impact of ENSO on vegetation dynamics as a combined result of ENSO on rainfall, solar radiation, and temperature. The month-by-month NDVI–Niño-3.4 correlation patterns evolve as follows.
