Public Organizations and Local Rural Development : an Empirical Analysis

This paper describes an empirical approach designed and adopted to analyze and qualify the role of some public agencies devoted to rural development. These public organizations operate as critical agents in managing local public goods within a complex relation system functioning on a rural area. On the bases of the experiences and observations made on a case study in Central Italy, it emerges an analytical framework deriving from the correlation of an objective and subjective perspectives in the evaluation of these organizations’ performances. THE IMPACT OF THE FUTURE COMMUNITARIAN BUDGET ON THE COMMON AGRICULTURAL POLICY

The main purpose of the Common Agricultural Policy was oriented towards production, within a short time span, due to massive subsidies from 2/3 of the communitarian budget. At this time the main objective of the Common Agricultural Policy is to reach quality, ecologic and food safety parameters, for which only 1/3 of the communitarian budget is allocated. The Common Agricultural Policy is supported by members with developed agricultural sectors, but also by states in Central and Eastern Europe, which have difficulties in this sector. The communitarian budget subsidizes the two main pillars of agriculture: "direct payments" and "rural development".

Actual provision as an alternative criterion to improve the efficiency of payments for ecosystem services for C sequestration in semiarid vineyards

The aim of this paper is to evaluate the efficiency of the PES scheme actually used in the Sicilian rural development program, based on an egalitarian criterion, and proposing an alternative scheme in order to guarantee a greater equity and fairness of premium distribution in relation to soil carbon (C) sequestration potential. We, first, assessed the ecosystem services (ES) provided by agri-environmental measures (AEM) in terms of SOC stock increase in Sicilian vineyards. Abstract Demographic trends do not give much hope for rural regions in developed economies. Many studies prescribe rural futures as manifestations of consumption of the countryside by an urban majority. However, many of these macro-images and typologies lack explicit micro-agency. This article illustrates what are the expectations from personal futures in rural areas, where specifically and by whom.
