Collaborative Management in Norwegian Municipalities: Do Middle Managers Make a Difference?

Norway is an example of the Nordic model in which the local level is of fundamental importance. However, the municipalities are relatively small and increasingly subject to decentralisation of their activities. To compensate for scale disadvantages, a mixture of collaborative activities is pursued in order to build system capacity. Paradoxically, little is known about collaboration among key stakeholders. This article makes a contribution to reducing this knowledge gap by focusing on mid-level managers and municipal departments. There has been a shifting change that has been in process over the years. From a hospital oriented based care offer in psyciatric health care, to a more desentralised direction where the care is oritented through community-based service. The idea is that everyone is to receive individual and costumised help in the community where they live. One wishes that every being gets the help they need in the community so that they can have the opportunity to be integrated and live as a part of the community. Innledning Innføring av telemedisinske tjenester har vist seg å være komplekse, fordi det i en telemedisinsk innovasjon utvikles nye tjenester, prosesser og organisasjonsformer. Det er forsket mye på slike innføringer på sykehus, men vi vet lite om hvordan dette foregår i norske kommuner. Derfor har vår problemstilling vært: Hvordan foregår innføring av telemedisinske tjenester i norske kommuner?
