Product market regulation, innovation and productivity

Several recent policy and academic contributions consider that liberalising product markets would foster innovation and growth. This paper analyses the innovation-productivity relationship at the industry-level for a sample of OECD manufacturing industries. We pay particular attention to the vertically-induced influence of product market regulation (PMR) of key input sectors of the economy on the innovative process of manufacturing and its consequences on productivity. We test for a differentiated effect of this type of PMR depending on whether countries are technological leaders or laggards in a given industry and for a given time period. The article describes the limits that the law formally assigns to collective bargaining in the matter of public managers’ liability before focusing on an analysis of the effects that contractual regulations have produced (and produce) in the general field of the allocation, revocation and renewal of senior positions. Based on this survey, the paper highlights the inconsistencies of some (both interpretative and de iure condendo) proposals, generally shared by a majority of scholars.

The objective of this paper is to review the efficiency of public expenditure for education in Romania compared to other EU countries, and to the EU average. Thus we proceeded to a benchmarking analysis. In order to perform an analysis of public spending efficiency for education by benchmarking at the EU level, representative indicators must be chosen in order to quantify the volume of efforts and effects.
