PurposeThe purpose of this paper is to characterise the position of highly educated African migrants in the Finnish labour market and to examine the impact of the COVID-19 pandemic on that position.Design/methodology/approachThe paper is based on the biographical work stories of 17 highly educated African migrant workers in four occupation areas in Finland: healthcare, cleaning, restaurant and transport. The sample was partly purposively and partly theoretically determined. Tämä pro gradu -tutkielma käsittelee Välimeren paperittomia siirtolaisia Italian politiikassa vuosina 2002–2011. Tutkimuksen teoreettisena lähtökohtana on Italian senaatin täysistunnoissa käytävien keskustelujen retorinen analyysi, jonka muodostamisessa hyödynnän erityisesti Chaïm Perelmanin argumentaatioanalyysia sekä diskurssitutkija Teun A. van Dijkin näkemyksiä käytetyimmistä topoksista siirtolaisaiheisissa parlamenttidebateissa. Regulatory frameworks on intra-EU mobility and flexible cross-border employment relations have stimulated competition on labour costs by recruiting migrants via cheaper labour market regimes. While it allows firms to remunerate migrants under different terms and conditions, blurring regulatory boundaries also generates opportunities for non-compliance, resulting in violations of migrant labour rights across Europe. Against this background, this thesis explores the agency of labour, more specifically of temporary migrant workers and unions, and the ways they cope with and respond to the competitive dynamics of the pan- European labour market.
