In many parts of the world, cleaning services are mostly subcontracted, which means intense competition and increased demand for efficiency. Consequently, the terms and conditions of employment have declined and the turnover of workers is high. Remote areas such as the Arctic face particular difficulties recruiting and retaining cleaning workers. Kilpailutus ja osallisuuden rakenteelliset ehdot siivoojien arjen työelämässä

Artikkelissa analysoidaan osallisuuden rakenteellisia taloudellisia ehtoja ja esteitä työelämässä. Kiinnostuksemme kohdistuu erityisesti siihen, miten palveluiden kilpailutus ja ulkoistaminen kiristävät työolosuhteita ja rajoittavat osallisuuden mahdollisuuksia. Tarkastelemme siivoojan työtä, jossa kilpailuttamisen mekanismit näkyvät selvästi. This dissertation focuses on Finnish language learning opportunities in cleaning work, which is the most common job for immigrants in Finland. The study investigates what opportunities and constraints there are for Finnish language learning in cleaning work, how a work community supports language learning, and what factors facilitate or constrain investment in language learning at work. Language learning opportunities are explored from an ecological approach as affordances – the reciprocal relations between an individual and his/her social and physical environment. Design of Public Procurement Auctions: Evidence from Cleaning Contracts

We analyze a regime change from beauty contests to first-price sealed-bid and scoring auctions, using Swedish data on public procurement of cleaning services. In beauty contests, the lowest bid often lost, leaving substantial money on the table. The procurement costs were similar before and after the regime change: (i) Entry strongly decreases the procurement cost but did not change. Entry would have decreased had the municipalities not adjusted the objects of auctions. (ii) Municipalities favored in-house suppliers in the old regime, leading to more aggressive bidding by others. With favoritism reduced, these changes balanced each other out. Peer reviewed
