This thesis seeks to answer two research questions: How do unemployed Polish migrants in Norway experience their access to public welfare benefits and their encounters with NAV? And how are these experiences institutionally shaped? As EEA citizens, Polish migrants are free to enter and work in any EEA country, thus enjoying a privileged status. However, they can end up in a vulnerable position if they become unemployed. EEA migrants’ rights to public welfare benefits are characterised by legal grey zones and ambiguity. The topic of this dissertation is reports of concern to the Norwegian Child Welfare Service (CWS). Reports of concern is the most common way children and families get in contact with the CWS. Whether a report of concern is given to the CWS and what the service decides to do with it, is crucial for providing children with appropriate help. Despite the importance of how reports of concern are being dealt with, research on the topic remain scarce. Masteroppgave Sosiologi og sosialt arbeid ME522 - Universitetet i Agder 2017 Dette masterprosjektet har som mål å utforske og sammenligne diskursen om integrering av innvandrere med fluktbakgrunn i Meld. St. 6 (2012-2013) og Meld. St. 30 (2015-2016), og hvordan dette kan forstås i et maktperspektiv. I tillegg ønsker jeg å sette dette i en historisk kontekst. Jeg inndrar derfor også tidligere forskning på fem stortingsmeldinger om integrering fra 1974 til 2004. My starting point for writing a master ́s thesis on this is the unemployment in Norway, and an interest in what effects being unemployed has for the individual, as well as how companies relate to an inclusive working life.
